It is most desirable that the driver of a car should also be the person responsible for its maintenance and general upkeep, for which an officer could not spare the time. Moreover in order to be able to change over at short notice to operational conditions, a separate driver is essential, so that all the officer's energies can be devoted to his operational duties.
