asked the Parliamentary Secretary to the Ministry of Works and Buildings how many firms tendered for the construction of a Royal Ordnance Factory near a town the name of which has been given to him?

The two contracts for this scheme were let by the Ministry of Supply in October, 1940, some time before responsibility for the scheme was transferred to the Ministry of Works. I understand that for reasons of urgency the contracts were let without competition.
