asked the Secretary of State for War in view of the complete monopoly granted by his Department to the Navy, Army and Air Force Institutes for the distribution of sports goods to the Army which has caused serious loss and in some cases ruin to the trades concerned, what compensation he is proposing to those persons and firms who are suffering?

I regret that my right hon. Friend cannot accept the suggestion that compensation should be paid in these circumstances.
