The position of New Zealand is the same as that of other Dominions. When the space available in ships sailing from this country to New Zealand is not enough to carry all the goods which New Zealand desires to import, it is necessary to determine what goods are most urgently needed. This is primarily a matter for His Majesty's Government in New Zealand, with whom I am in consultation on the subject through the High Commissioner in London.
