§ Sir A. DuncanMr. Lucas was appointed Controller-General of Research and Development in the Ministry of Supply in July, 1941, and in that capacity gave a great deal of his time to the problems of research and development relating to armoured fighting vehicles. Three months ago the Armoured Fighting Vehicle Department was re-organised and Mr. Lucas, at my request, accepted his present post so that he might devote the whole of his time to armoured fighting vehicle work. Mr. Lucas has had long experience in the engineering industry and has an intimate practical knowledge of the inter-relationship of research, design and production.

§ Sir A. DuncanMr. H. O. Trouncer is an Assistant Secretary in the Machine Tool Control and deals with financial and administrative questions. He is 34, and joined the administrative staff of the Ministry in March, 1940. He is a member of the Institute of Actuaries. Mr. Windett is Statistical Officer to the Controller-General of Machine Tools. He is 38 and has served in statistics branches of the Ministry since December, 1939. He previously held a statistical post under the Central Electricity Board.
