asked the Minister of Labour whether, before agreeing in any case to regard the established machinery of an undertaking as taking the place of a local appeal board provided under the Essential Work Order, he will satisfy himself that the undertaking in question treats all unions with membership in the undertaking on equal terms in the sense of giving all unions equal rights of representation before the established machinery of the undertaking?

My right hon. Friend does not allow other machinery to take the place of the local appeal board except where this machinery operates under a well-established industrial arrangement and in such cases he has to take account of the terms of the arrangement.
