asked the President of the Board of Education whether he will instruct local authorities to inquire into special conditions of schools and withdraw the instruction to keep open where the number of scholars attending during the holiday does not warrant the opening?

Local education authorities were asked in Circular 1596 to ascertain the number of children likely to attend during the time when the schools are not in normal session and to keep schools open in appropriate cases. As far as I am aware, authorities generally are not keeping schools open unnecessarily, but if my hon. Friend has information to the contrary, I shall be glad to consider it.
