§ Mr. H. MorrisonAs the statement giving the information for which my hon. and gallant Friend asks in the first part of the Question is very long, I am sending him a copy. Claims by the various refugee organisations are made monthly to the Central Committee on the basis of expenditure actually incurred during the preceding month. They are lodged on printed forms (a set of which I am sending my hon. and gallant Friend) which have been specially designed in such a way as to facilitate checking, and are certified by an "accounting officer." Each claimant organisation is required to submit twice yearly a statement of its accounts, duly certified by an independent auditor who not only certifies to the arithmetical accuracy of the accounts but is required to certify that all payments have been made in accordance with the scheme approved by His Majesty's Government. All maintenance grants are primarily assessed by the Assistance Board who have their own contacts with the local committees and whose visitors make domiciliary visits.
