My Department already operates a scheme for the award of certificates of merit to allotment holders and others who cultivate their plots to the best advantage. The adoption of this scheme was recommended by the Domestic Food Producers' Council, which advised in favour of the award of certificates rather than of money prizes. A number of local authorities have combined the Ministry's scheme with arrangements of their own for the award of money prizes, but I cannot commend this course to authorities generally.
