§ Mr. Chaterasked the President of the Board of Trade whether his attention has been called to the hardship created for reputable milk distributors by the constant thefts of milk bottles by certain of their competitors; and whether he is prepared to make an Order, under the Emergency Powers Act, imposing drastic penalties for such offences, including imprisonment in the case of constant offenders, having regard to the fact that the present method of dealing with this evil under the Merchandise Marks Acts has utterly failed to check it?
