§ LORD MOYNEI am grateful for the noble Viscount's suggestion and my right honourable friend the Foreign Secretary is arranging that, as soon as the text of Mr. Sumner Welles' speech becomes available, copies of it shall be placed in the Libraries of both Houses of Parliament.
