asked the Minister of Supply whether he is aware that, after protracted negotiations, the metal railings in Berkeley Square have been made available for national purposes as war material; and whether he will take steps in future to acquire forthwith, by the exercise of compulsory powers, all such material anywhere, so as to avoid the delay caused by protracted negotiations?

Yes, Sir. Supplies of railings for scrap are coming forward steadily, but if the voluntary means fail my right hon. Friend will not hesitate to use compulsory powers.
