§ Sir J. AndersonIt has not been possible to inspect all the shelters provided in accordance with Part III of the Civil Defence Act. The returns made under the Act are, however, accompanied by plans which enable the shelters to be approved in most cases without inspection. The full provision of shelters contemplated by the Act has not yet been reached, but very satisfactory progress has been made.
