§ Mr. MabaneSpecial arrangements were made early in 1939 between my Department and the railway companies for the distribution of air-raid shelters throughout the country. The arrangements included the holding of the shelters until they were delivered. No question of demurrage therefore arises, and as no records were kept of the wagons, I have no information as to the number that may have been detained. It is not the practice to sheet this traffic.
