§ Mr. RamsbothamA scheme for the institution of a national badge for physical proficiency for both boys and girls was under consideration shortly before the war. It was not, however, sufficiently widely accepted to justify its adoption, and consideration of it was postponed. I am, however, considering how far it is practicable in present circumstances to adopt it.
