asked the Secretary of State for War whether he will consider the question of revising the rates of pay of officers serving in His Majesty's Army so that 22 years' commissioned service in the Territorial Army by those now holding the rank of major shall count for additional pay in the same way that similar length of service does in the case of majors in the Regular Army?

Promotion to major after 17 years' service with pay of the rank and with an increment after a further five years was primarily designed as a recognition of the full-time service given by the Regular officer who makes the Army his career. The same grounds do not exist for granting promotion to the rank of major or increments of pay in that rank in respect of part-time service.
