asked the Parliamentary Secretary to the Ministry of Food whether he will explain to the country what is to happen to the food which is produced by people who have responded to the national needs but, because they did not so trade before the war, are refused a permit to sell their products mainly on the grounds that it would constitute unfair competition with local shopkeepers?

Under Statutory Rule and Order, 1940, No. 876, of which I am sending the hon. Member a copy, all such persons are authorised to sell by retail fresh fruit, fresh vegetables, honey, eggs, poultry or rabbits which they have grown, produced, or reared.
