Mr. R. Morgan

asked the Parliamentary Secretary to the Ministry of Food whether he is aware that Mrs. B. E. Johnson, of 2, Argyle Street, Anlaby Road, Hull, who began business as a baker and confectioner in July, 1939, is being denied any sugar allowance on the ground that the Regulations provide for sugar allowances on the basis of the annual consumption between July, 1938, and June, 1939; and whether he will take steps to amend the Regulations to provide that bakers who began business after June, 1939, should be given a monthly allowance based on consumption during the period between July, 1939, and the outbreak of war or, alternatively, direct that cases such as this should be dealt with on an intelligent ad hoc basis?
