§ Sir J. SimonI have been asked to reply. As my hon. Friend was informed in reply to a question on the 6th April last, the Commission are always prepared to give sympathetic consideration to any reasonable proposals for payment from those who experience difficulty in meeting their obligations. In those cases in which bankruptcy proceedings have been instituted, I am satisfied that proper discretion has been used in resorting to this method of recovery. I see no reason, therefore, for any revision of the present arrangements.
