§ Sir E. GriggAs regards the first part of the question I would refer the hon. Member to the answer I gave my hon. and learned Friend the Member for Leicester, East (Mr. Lyons) on 27th September. As regards the second part, there can be no general standard of qualifications; each case was considered on its merits in relation to the special requirements of the particular grade or post concerned.
