§ Mr. Hore-BelishaNo War Department vehicle is exempt from compliance in all circumstances with the normal speed restriction of 3o miles an hour in built-up areas. When there is special urgency, or when training necessitates it, a responsible military officer not below the appointment of commanding officer (lieutenant-colonel's command) may authorise drivers of War Department vehicles and drivers of other vehicles that are at the time under military control, e.g., hired civilian transport, to exceed normal speed restrictions other than those in built-up areas. This authority must be in writing and must be in possession of the individual drivers, or of the person in charge of two or more vehicles working together. The instructions are that this authority is to be most sparingly used and only when military necessity demands it.
