HC Deb 21 November 1939 vol 353 cc1066-7W
Mr. A. Herbert

asked the Attorney-General whether, having regard to the terms of Section 26 (1) of the Betting and Lotteries Act, 1934, he will advise the Director of Public Prosecutions whether he should take notice of the manner in which the football pools are now being conducted?

The Attorney-General

The duty of primary investigation of alleged contraventions of the laws relating to betting and lotteries falls on police authorities, and the Director of Public Prosecutions as a prosecuting authority does not himself initiate inquiries into matters of this character. In these circumstances I am not prepared to advise the Director in the manner proposed in the question.
