§ The Attorney-GeneralThe duty of primary investigation of alleged contraventions of the laws relating to betting and lotteries falls on police authorities, and the Director of Public Prosecutions as a prosecuting authority does not himself initiate inquiries into matters of this character. In these circumstances I am not prepared to advise the Director in the manner proposed in the question.
