asked the Chancellor of the Exchequer whether he will consider introducing some scheme of tax and insurance for motor cars and motor cycles at a nominal rate for the benefit of members of the Forces when on leave provided that such vehicles are laid up in their absence?

The owner of a motor car is at present able to take out a licence to expire at the end of any current quarter or at the end of the calendar year, and on surrender of the licence to obtain repayment in respect of each complete unexpired month of its currency. Thus, in effect, a monthly licence is obtainable. This arrangement, in my view, broadly meets the needs of members of the Forces when on leave in this country. The position of motor cyclists at present differs, but my right hon. and gallant Friend, the Minister of Transport, with my concurrence, proposes to put motor cyclists in the same position as car owners in this respect. The question of insurance is not one in which the Government is prepared to intervene.
