asked the Secretary of State for War whether he is aware that there are often delays of two to five weeks in obtaining Form M.S.A.C. 21 (Application for a special allowance to soldiers' dependants in cases of serious hardship); and whether he will waive official procedure, and consider the advisability of issuing a number of these forms to some central body, such as the Soldiers' and Sailors' Families' Association, so that these delays, which are causing very considerable inconvenience and distress, may be avoided?

As regards the first part of the question, I am not aware of delays of the time mentioned. With regard to the second part, I would refer my hon. and gallant Friend to the statement I made this afternoon.
