asked the Prime Minister, whether a decision has yet been reached on the measures to be taken to counter the action of the Japanese Government in restricting exports from North China to those financed through Japanese-controlled banks; and whether it is proposed to prohibit the entry into British and Crown Colony ports of all exports from North China unless accompanied by a consular certificate that they have been financed through a British, American, or French bank?
