Mr. Emery

asked the Home Secretary whether he is aware that members of the special constabulary are required to pay postal charges when answering correspondence requesting them to volunteer for duty; and whether, in view of the fact that these men are already giving their services and time to duty, he is prepared to grant free postal facilities for such communications?

My right hon. Friend's attention has not previously been drawn to any difficulties on this account, but he will be glad to consider the matter further if my hon. Friend will furnish him with particulars of the cases he has in mind.
