asked the Home Secretary whether he will specify the authorities in the Metropolitan police district which have now adopted the draft by-law, agreed between the Home Office, the Standing Joint Committee of the Metropolitan Borough Councils and the Commissioner of Police, with a view to the abatement of noise caused by street musicians and singers; and if he will identify those cases where adoption of the by-law has received his confirmation?

The by-law in question has been adopted by the borough councils of Battersea, Bethnal Green, Chelsea, Fulham, Hackney, Hampstead, Holborn, Hornsey, Islington, Kensington, Paddington, St. Marylebone and Westminster. In all these cases the by-law has been confirmed. My right hon. Friend understands that the St. Pancras Borough Council was considering the adoption of the by-law yesterday. Otherwise my right hon. Friend knows of no case in which the by-law has been adopted but not yet confirmed.
