asked the Lord Privy Seal whether any steps have been taken to organise a service to deal with broken glass in the streets in the event of air-raids to avoid the dislocation of essential traffic by burst tyres?

Local authorities charged with the duty of preparing air-raid precautions schemes are under a statutory obligation to include, in their schemes, arrangements for the clearance of debris from highways, streets and public places, and this would clearly include the removal of broken glass or other objects which might obstruct the passage of essential traffic.
