asked the Secretary of State for Scotland whether his attention has been called to the threefold increase of juvenile prisoners between 14 and 17 in Scotland for 1938; and what reasons are officially given for such an increase?

I am aware that the number of young persons committed to prison before trial in 1938 was 60 as compared with 21 in the previous year. The 1937 figure was exceptionally low, and as the number of untried young persons committed to Remand Homes in 1938 was 890 as compared with 951 in 1937, there was actually a decrease of 22 in the total number of young persons committed.
