§ Sir J. AndersonA communication has been addressed to the city council conveying my approval of the scheme, subject to certain modifications in detail. The scheme does not contemplate erection of refuges at present, but merely the requisition of material suitable for rapid erection on the onset of emergency: I have authorised the council to acquire material on the scale they proposed.
