§ Mr. Hore-BelishaWhile there is no intention of giving a monopoly to the Navy, Army and Air Force institutes, it is proposed at Bulford, as elsewhere, to set a limit upon the number of shops of any particular trade. Subject to this, it has been decided that tenants, whose temporary buildings it is necessary to displace in the reconstruction of Bulford Camp, shall be allowed to re-establish their businesses on War Department land, provided that they can furnish evidence of financial stability and will build shops in permanent construction in the area which will be allotted for the purpose.
