asked the Parliamentary Secretary to the Board of Education whether the Board is prepared to accept the recommendation of the Spens Report that there should be a single code for all post-primary schools?

The adoption of this recommendation would, as the report recognises, involve a heavy increase of expenditure which, for the reasons given in my reply to the hon. Member for South Shields (Mr. Ede) on 2nd February last, my Noble Friend cannot contemplate at the present time. The hon. Member will recognise that there are a number of considerations other than financial which would need to be examined before this particular recommendation could be adopted.
