asked the Home Secretary which is the local authority responsible for the provision of air-raid shelter for the London County Council flats at Creighton Close and Orwell House, Hammersmith; whether he will take steps to see that the present unsatisfactory temporary shelter is promptly replaced by the provision of proper shelter; and when the amended order fore- shadowed in his circular No. 282/1939 is likely to be made?

The terms of the amending Order making the London County Council the shelter authority in respect of its own flats and tenements has been under discussion with the council, and the Order will be made very shortly. The council have, however, already undertaken this responsibility by agreement. As regards the flats at Creighton Close and Orwell House, the position is that the council's plans for replacing the emergency trench shelter by a more substantive provision have been considered by my technical advisers, who offered certain suggestions. I understand that the council are about to send me a further communication in the matter and I can assure the hon. and learned Member that every effort will be made to enable the council to start work as soon as possible on the substantive scheme.
