Molotov that the failure to effect an agreement with Great Britain and France was due to the Polish Government's decision, encouraged by Great Britain and France, not to accept military assistance from Russia, whether the failure to effect an agreement was because Russia desired the acquiescence in a policy of depriving or restricting the liberties of any small nations engaged in the defence of those liberties; and whether he will reconsider the decision 1052W to issue a White Paper dealing with the negotiations between Great Britain and France and Russia?
