asked the Prime Minister, in view of the declaration by M. Molotov that the failure to effect an agreement with Great Britain and France was due to the Polish Government's decision, encouraged by Great Britain and France, not to accept military assistance from Russia, whether the failure to effect an agreement was because Russia desired the acquiescence in a policy of depriving or restricting the liberties of any small nations engaged in the defence of those liberties; and whether he will reconsider the decision to issue a White Paper dealing with the negotiations between Great Britain and France and Russia?

The question of issuing a White Paper is still under consideration, but I hope to be in a position to make a statement before the House rises.
