§ Major TryonThe necessary steps were taken to bring up to date the information in regard to postage rates appearing in the books of stamps as soon as possible after the outbreak of war. I regret any inconvenience caused by the sale of books containing out-of-date information; but in view of the wide publicity given to the alterations in rates, discontinuance of the sale of books of stamps pending the provision of new supplies, or the withdrawal of out-of-date books in stock at post offices was not considered to be justified.
