§ Mr. ButlerI understand that the Albanian Chargéd'Affaires at Paris addressed to the Secretary-General of the League a communication dated 8th April, but apparently posted on 11th April, asking for an immediate meeting of the Council. The Secretary-General replied that on 8th April the Albanian Government could have made this communication either direct or through then-representative at Geneva and that in the circumstances the letter from the Chargéd'Affaires could not be regarded as constituting an appeal in virtue of the Covenant.
