asked the Lord Privy Seal whether he has considered the letter, of date 13th April, 1939, addressed to him by the Joint Advisory Committee of Scottish Institutions for the Blind regarding the impossibility of these Scottish institutions providing air-raid shelters for their employé's as required under the Civil Defence Bill; and what steps he will take in the matter?
