asked the Parliamentary Secretary to the Board of Education whether he has considered recommending to the different local authorities the floodlighting of playgrounds, particularly in the winter, with the object of giving children somewhere to play in comfort and safety?

Recommendations for the opening of school playgrounds outside school hours in congested districts, including suggestions as to the possibilities of floodlighting, were made in the report of the Inter-Departmental Committee on Road Safety among School Children. The Board informed local education authorities in Circular 1449 of 24th April, 1936, that reasonable expenditure incurred by them for the purpose would be recognised for grant and attention was again drawn to the recommendations of the Inter-Departmental Committee generally in Circular 1455 of 14th June, 1937. Detailed advice on the floodlighting of playgrounds has been given in the recently issued pamphlet of the National Fitness Council for England and Wales of which I am sending my hon. Friend a copy.
