§ Sir S. HoareI will send my hon. Friend a copy of the by-law. I have confirmed by-laws made by the Kensington and Paddington Borough Councils in the agreed terms. Several other borough councils are in process of adopting similar by-laws, but they have not yet reached the stage at which they are ready for confirmation.
