§ Mr. BurginI understand that the contractors will be on the site this week making preliminary arrangements for labour and materials. They hope to send the first consignment of plant and supervisory staff to the island early in January. The conditions of contract require the contractors to take 90 per cent. of the labour from local Employment Exchanges. It is not yet possible to say how many men will be required.
