asked the Home Secretary whether his attention has been drawn to the unanimous recommendation of the International Labour Conference in 1936 that, in case of permanent incapacity, periodical payments under Workmen's Compensation Acts should be equivalent to 66⅔ per cent. of the workmen's annual basis earnings, and in case of temporary total incapacity weekly payments equivalent to this percentage, which is in force in almost all industrial countries in Europe except Italy; and what steps he proposes to take in anticipation of the labours of the proposed Royal Commission to give effect to this recommendation?

I am informed that there was no such recommendation. My hon. and gallant Friend is probably thinking of a recommendation adopted by the conference in 1925 by a majority vote. As regards the last part of the question, I would refer to the reply given to him on Wednesday last.
