asked the Secretary of State for Scotland why Constable James Adamson Thom, of the Sutherland Constabulary, was promoted to the rank of sergeant, in view of the fact that he had never sat for the elementary (sergeants) examination and that, as he has not had one year's continuous service in the performance of ordinary outside police duty, including detective duty, this man's promotion was contrary to Article 27 (c) of the Police (Scotland) Regulations; and what steps he is taking, in view of the unrest existing in this force because of this promotion and other matters?

The promotion referred to was made by the Chief Constable and I am asking the County Council of Sutherland to go into this matter. Meantime I am not in a position to make any statement on the subject.
