asked the Secretary of State for Scotland whether he can give the names of the Clyde Area Committee which has been appointed by the Herring Industry Board, and the sections of the herring industry which each of those members represents or of which he is a member?

The members of the Clyde Area Committee appointed by the Herring Industry Board are as follow:

  • Eight local boatowners, fishermen or salesmen—Archibald Downie McNair, Campbeltown; Archibald McKillop, Campbeltown; David Robertson, Ayr; James McCreath, Girvan; James Anderson, Dunure; Thomas Jackson, Tarbert; John Turner McCrindle, Junior, Maidens; John McIntosh, Carradale.
  • One local curer—Alfred Myles, Glasgow.
  • One local exporter—Robert McLachlan, Glasgow.
  • One local kipperer—A. M. Hailstones, Glasgow.

  • One local fresher—John McMillan, Stranraer.
  • One steam drifter owner—James Alexander, Dunure.
  • One visiting curer—Robert Croan, Edinburgh.
  • One visiting exporter—Thomas Dow, Newhaven.
  • One visiting kipperer or fresher—James A. Stephen, Peterhead, Gourock, Hull. Three persons representing buying interests—James MacBrayne, Glasgow; Duncan MacFarlane, Glasgow; A. Ritchie, Junior, Glasgow.
  • Three visiting fishermen—Robert Fairnie, Musselburgh; George Wilson, Newhaven, John Ballamy, Cockenzie.

asked the Secretary of State for Scotland what powers were given to the Clyde Area Committee, which was appointed by the Herring Industry Board; whether the board retains power to veto any proposals made by the committee; and, if so, whether such powers have been exercised recently and the nature of the proposals which have been vetoed?

With regard to the first part of the question, following is a statement of the powers delegated to the Clyde Area Committee by the Herring Industry Board.

With regard to the second and third parts of the question, under paragraph 28 (a) of the Herring Industry Scheme, 1935, the board have power to issue instructions to area committees, but I am informed that so far the board have not found it necessary to exercise this power in the case of the Clyde Area Committee.

The powers delegated to the Clyde Area Committee by the Herring Industry Board are as follow:

  1. (1) To prohibit herring fishing by vessels (whether using drift, ring or seine nets) from any port or ports in their area for a period not exceeding 72 hours.
  2. (2) To prohibit boats (whether using drift, ring and/or seine nets) which have landed herring in any port in the area on any particular day proceeding to sea again on the same day or the two following days.

  4. (3) To prescribe the number of boats (whether using drift, ring or seine nets) which may proceed to sea for fishing for herring from any port or ports in their area on any day and to select the individual boats which are to be permitted to proceed to sea on such day.
  5. (4) To limit the number of nets which may be shot by boats of any class, sailing from or landing at the port controlled, during a consecutive period of not more than seven days.
  6. (5) To impose from time to time and enforce minimum prices subject to any previous directions which may have been given by the board.
  7. (6) To prohibit or restrict on any specific day first sales of fresh herring of any class, quality, grade or selection, or with a view to use for any particular purpose.
  8. (7) To prohibit for a period not exceeding seven days the landing at any port or ports in their area of herring caught in a specified area, whether by ring, drift or seine nets.
