HC Deb 16 November 1937 vol 329 c238W
Mr. Day

asked the Secretary of State for War what information he has of the manner and the extent in which the civil population of Germany and Italy are given not only military training and drill but also instruction in the use of lethal weapons?

Mr. Hore-Belisha

My information on this subject is as follows:

In Germany boys join the "Hitler Youth" at the age of TO and receive instruction in drill, and a certain amount of instruction in shooting with small calibre rifles as "sport." They remain in this organisation until the age of 18 when they join the "Labour Service" for six months. During this period they are instructed in drill and marching. At the age of 20 all male citizens are liable for two years military service.

Members of Italian Youth Organisations receive instruction in drill from the age of six, in the use of small calibre weapons from the age of 12, and in elementary military training from the age of 14. Membership is voluntary, but few youths remain outside these organisations. From the age of 18 to 21 pre-military training is compulsory for all male citizens, and includes drill, physical training and theoretical military instruction. During this period musketry instruction is voluntary. At the age of 21 all male citizens become liable for military service.
