The occupier of a factory is of course responsible for seeing that the plant complies with the Factory Acts and Regulations but the Factory Inspectors are instructed that all new works within their jurisdiction should be promptly visited and they often give advice on these and other occasions as to the safety of new plant. I may add that the Factory Department assist to a considerable extent by getting into touch with makers of machines on questions of safe design, and that the new Factories Act will place on makers of machines and others an obligation not to sell for use in a factory a machine which does not comply with certain specified requirements.
