Mr. StanleyThe matter is being studied by the Departments concerned so far as it is practicable to consider it in advance. It is not possible to forecast under what conditions any measure of the kind indicated could he applied, and the responsibility for a decision must necessarily rest with the Government in power when the contingency arises.
