asked the Minister of Labour whether any established industry in an area which is reasonably prosperous has been allowed to transfer to any one of the Special Areas; and will he reassure the House that it is not the intention of the Government to encourage such transfers, either with assistance from Government resources or from the Nuffield Trust?

No permission is required for the transfer of an industrial undertaking from one part of the country to another. As regards the second part of the question, it is the definite policy of the Government to encourage the establishment of new industries in the Special Areas, but I would repeat the assurance given in the Debates on Special Areas legislation last Session that, in carrying out that policy, full regard will be paid to the economic and other circumstances of each particular case. The Government do not control the administration of the Nuffield Trust.
