§ Mr. ElliotAs I stated in my reply to the right hon. Member on 9th March last, the commencement of operations depends on factors which are not within my control. Arbitration is proceeding and I should like to assure the right hon. Member that the Department of Agriculture is doing all that lies in its power to secure expedition within the limits of the procedure laid down by Statute.
