asked the Secretary of State for Foreign Affairs whether he has formed any conclusion as to whether the new neutrality policy of the Belgian Government in any way conflicts with the pre-war legal status of neutrality upon which our obligations to Belgium were then based; whether the policy laid down by King Leopold, on 14th October, 1936, conflicts with the tripartite agreement of London of March, 1936, which established complete reciprocal guarantees between France, Great Britain and Belgium against the risk of German aggression; and whether that tripartite agreement and not the new Belgian neutrality policy will hold good until a new Western Pact is concluded to replace the Locarno Treaty?

These are complex and delicate question affecting the foreign policy of another Government on certain aspects of the European situation which, as the House is aware, are the subject of preliminary confidential discussion. The hon. and gallant Member will, I am sure, appreciate that I am not in a position to make a statement on them.
