§ Viscount CranborneOfficials of His Majesty's Government authorised to issue passports have instructions to satisfy themselves as far as possible, before granting endorsements for Spain, that applicants are proceeding to Spain for urgent business reasons or for other special and approved purposes and that they have no intention of enlisting with the Spanish forces. In addition, before receiving endorsements, applicants are required to sign the following undertaking
I undertake that nothing will take place in the course of my visit that could be considered as implying any intervention by me on behalf of either side in the present dispute in Spain.
